LEGISLATIVE POLICY ADMINISTRATOR


 

Do you have experience working closely with legislation? If so, the Arizona Department of Veterans’ Services is looking for you! As the Legislative Policy Administrator you will be responsible for independently monitoring, researching, analyzing and testifying on a variety of veteran-related legislation. You will work closely with legislators, their staff, lobbyists and constituents in the handling of legislative matters as well as with agency leadership to coordinate the agency’s position and testimony on assigned bills. As an employee of the State of Arizona, you will learn, implement and monitor the Arizona Management System (AMS) methods and utilize AMS concepts and tools for problem solving and continuous work/process improvements and efficiency.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Monitors all veteran-related legislation during session
  • Creates weekly legislative updates that is provided to the executive leadership team and all major veterans’ organizations in the state; briefing veterans’ organization on legislation and answering any questions regarding legislation
  • Represents the agency at committee or stakeholder meetings, as well as during lobbyists and legislators concerning assigned bills
  • Schedules and attends meetings with a variety of stakeholders to discuss the impact of legislation and policy; working with agency leadership and stakeholders to properly handle veteran-related issues
  • Regularly reports and communicates with Arizona Legislature and Arizona’s Congressional delegation as well as other government agencies including the Governor’s Office and Arizona State Ombudsman
  • Serves as the agency contact for constituent inquiries from the Governor’s Office
  • Works closely with agency divisions to include Public and Intergovernmental Affairs (PIA) division to write speeches, prepare presentations and other documents
  • Independently researches issues and their impact on bills and amendments while communicating and distributing findings appropriately and timely
  • Reads and tracks fiscal notes, amendments and bill summaries alerting appropriate parties, as needed
  • Prepares agency implementation plan, working with appropriate areas and designated representatives to ensure timely and accurate implementation of legislation
  • Travel in and out-of-state
  • Other duties, as assigned
Knowledge, Skills & Abilities (KSAs):

  • The agency’s mission, objectives, organization, programs, policies and procedures
  • Agency legislation and goals
  • The veteran community
  • The legislative process to include bill introduction and procedures, testimony, protocol and committee structure
  • Research and statistical procedures
  • Methods of obtaining data and procedures for analysis and interpretation of data
  • Federal and state laws and regulations concerning veterans and their families

  • Use login to analyze or identify underlying principles, reasons or facts associated with information or data to draw conclusions
Selective Preference(s):

Bachelor’s degree in public affairs, public policy, public administration, political science or a related field, and previous experience working with the legislative process

Pre-Employment Requirements:

This position requires the ability to drive on State business. Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on State business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see A.AC. R2-10-207.11).

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment.
