About the Memphis VA Medical Center:
The VAMC in Memphis, Tennessee consists of one main campus located at 1030 Jefferson Avenue, which includes a sixty-bed Spinal Cord Injury Unit, and ten community based outpatient clinics (CBOC). It is a tertiary care facility classified as a C! linical Referral Level I Facility and one of the most complex ! medical centers in the VA system. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology, as well as extensive education and research programs. Comprehensive primary, secondary, and tertiary health care is provided in areas of medicine, general cardiovascular and neurological surgery, psychiatry, physical medicine and rehabilitation, spinal cord injury, neurology, oncology, dentistry, and geriatrics. Specialized outpatient services are provided through general, specialty, and subspecialty outpatient clinics including a women's health center. Services are available to more than 206,000 Veterans living in a fifty three county tri-state area (Tennessee, Arkansas, and Mississippi).

DUTIES:
The Supervisory Medical Record Administrator serves as the Chief, of Health Information Management (HIM) at the VA Medical Center, Memphis in the Business Office. The Chief, HIM is responsible for the management of the facility's health record program and medical information/data management. The Incumbent plays a dominant role in all aspects of health information at the VA Medical Center. He/she participates actively in all clinical programs in the VAMC and assures that the institution has a state-of-the art health information program that exceeds all Joint Commission and VA requirements in addition to meeting the needs of executive management and clinical staff. Maintenance/possession of an active credential from the American Health Information Management Association (AHIMA) as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) is highly desirable. The Incumbent must have significant expertise i! n computerization of records system and the maintenance of such systems! . He/she must possess the ability to plan, organize, direct and control all health record activities. The incumbent must be able to lead and/or assist with medical research efforts that require health information expertise. He/she serves as the acting Privacy/FOIA Officer in the absence of the facility Privacy Officer.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
U.S. Citizenship - Applicant must be a U.S. Citizen (Non-Citizens may be appointed when it is not possible to recruit qualified candidates)
English Language Proficiency- Must be proficient in spoken and written English.
GRADE DETERMINATIONS:
The equivalent of 1 year of active practice in the health information management field that included knowledge of the conten! t and uses of health records, computerized information systems, and disease and procedural indices; ability to apply the concepts, principles and practices of health information administration; ability to apply knowledge of anatomy, patho physiology , and medical terminology to health information management functions.
OR
Maintenance/possession of an active credential from AHIMA as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT);is highly desirable
OR,
Successful completion of academic course work leading to an advanced degree in health information management or a related field.
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education or Experience:
a. Experience: Three years of experience in the field of medical records that included the preparation, maintenance, a! nd management of medical records and health information systems OR an a! ssociate's degree in the health information field plus 1 year of experience that included the preparation, maintenance and management of medical records and health information systems. NOTE: Successfully completed the training for health information technicians in a school accredited by the American Health Information Management Association (AHIMA) at the time the program was completed may be substituted for 1 year of experience. No credit may be given for partial completion of such training.

A one-year probationary period is required of all newl! y appointed supervisors in accordance with Section 3321 of Title 5 USC, as amended. Failure to meet written performance requirements will necessitate removal for this position to a position of no lower grade and pay than that held prior to entry except for those individuals who change to lower grade to accept the position.

Receiving Service Credit for Earning Annual (Vacation) Leave:
