About the Memphis VA Medical Center: The VAMC in Memphis, Tennessee consists of one main campus located at 1030 Jefferson Avenue, which includes a sixty-bed Spinal Cord Injury Unit, and ten community based outpatient clinics (CBOC). It is a tertiary care facility classified as a Clinical Referral Level I Facility and one of the most complex medical centers in the VA system. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology, as well as extensive education and research programs. Comprehensive primary, secondary, and tertiary heal! th care is provided in areas of medicine, general cardiovascular and neurological surgery, psychiatry, physical medicine and rehabilitation, spinal cord injury, neurology, oncology, dentistry, and geriatrics. Specialized outpatient services are provided through general, specialty, and subspecialty outpatient clinics including a women's health center. The Incumbent serves as the Administrative Officer in Physical Medicine and Rehabilitation Service (PM&RS). He/she provides administrative direction to a multi-departmental service. The Incumbent reports to the Chief of PM&RS. The primary duties of the incumbent are to manage, plan, develop, and direct the total and complex administrative duties of the service. The Incumbent shares in the joint management relationship of planning and execution of the services. The Administrative Officer provides essential administrative support to the professional and administrative staff and coordinates programs of the service. He/she has full, direct and delegated responsibility and authority to act for the Physical Medicine & and Rehabilitation Service in all matters relating to the services that do not require a professional clinical ! decision. The Incumbent is responsible for providing the service chief with complete information and specific recommendations concerning all administrative aspects of the services. Incumbent gathers and analyzes budget needs of the service and supervises all phases of budgeting within administrative requirements. Incumbent is responsible for formulation and execution of annual budgets including salaries, travel, supplies, equipment and all other general operating expenses. Develops both long and short range policies and plans for the organization by coordinating the administrative needs of the service. Incumbent is responsible for development and implementation of policies and procedures.

QUALIFICATIONS REQUIRED:
T! o qualify for this position, applicants must meet all requirements by t! he closing date of this announcement.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Education: Three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR: Specialized Experience: Applicants must have possessed at least 1 year of specialized experience, at or above the GS-09 grade level or an equivalent level, that provided the knowledge, skills and abilities required to perform the duties of this position. Examples of qualifying experience include manage, plan, develop, and direct the total and complex administrative duties of the service, manage day to day operations of a medical facility, managing budgets, providing liaison support.

Equivalent combinations of education! and experience are qualifying for all grade levels for which both education and experience are acceptable.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study.

1. Ability to provide advice and liaison support for managing administrative functions in an organization including human resources, budgeting/finance, procurement, facilities, space acquisitions and property and inventory management.

3. Ability to function independently and establish priorities while managing conflict and pressure.

4. Ability ! to analyze, interpret and comprehend a wide variety of issues concernin! g the efficiency and effectiveness of program operations.

5. Ability to perform data collection, analysis, and graphing.
