About the Memphis VA Medical Center: The VAMC in Memphis, TN consists of one main campus located at 1030 Jefferson Avenue, which includes a 60-bed Spinal Cord Injury Unit, and ten comm! unity based outpatient clinics (CBOC). It is a tertiary care f! acility classified as a Clinical Referral Level I Facility and one of the most complex medical centers in the VA system. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology, as well as extensive education and research programs. Comprehensive primary, secondary, and tertiary health care is provided in areas of medicine, general cardiovascular and neurological surgery, psychiatry, physical medicine and rehabilitation, spinal cord injury, neurology, oncology, dentistry, and geriatrics. Specialized outpatient services are provided through general, specialty, and subspecialty outpatient clinics including a women's health center. Services are available to more than 206,000 Veterans living in a 53-county tri-state area (Tennessee, Arkansas, and Mississippi).

Note: The full performance level of this vacancy is GS 11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS ! 09 to GS 11. The Professional Standards Board (a peer-review group) will review the selected candidateÂ's education and experience and recommend the grade and step at which the candidate will be placed. The salary is based on the grade and step approved for the selected candidate.

Multiple positions for the Homeless Program are being recruited under this announcement.

Three positions are located in the Housing and Urban Development-VA Supported Housing (HUD-VASH) component of the Homeless Program. The social worker is responsible for providing case management for a case load of Veterans in the HUD-VASH program. The social worker is responsible for reviewing agreements between Section 8, landlords, Public Housing Authorities and the VA in establishing appropriate referral sites for HUD-VASH placements.

The social worker performs site visits of HUD-VASH apartments to ensure that Veterans reside in safe environments in compliance with local housing codes.

The social worker verifies the VeteranÂ's status, eligibility for VA medical care, and eligibility of program participation.

The social worker is responsible for ensuring that homeless Veterans are considered as! primary participants for program acceptance.

The social worker is responsible for collecting and submitting HUD-VASH Program participant data as outlined by NEPEC evaluation procedures.

The social worker is responsible for providing HUD-VASH case management. Case management is defined as the provision of services by VA clinical staff to homeless Veterans and includes all activities to provide appropriate treatment and maintain Veterans in HUD approved stable housing.

The social worker coordinates care including serving as an advocate on behalf of the Veterans to ensure comprehensive service delivery, and linking and referring Veterans to the VA Medical Center, VA Regional Offices and/or community agencies.

One position is located in the Outreach Component of the Homeless Program. The incumbent in this social work position provides outreach services to Homeless veterans. The Social Worker is responsible for outreach services to homeless v! eterans in the local community as well as outside Memphis city limits. ! Assignments may involve providing continuing social work services at a field or community location alone or with subordinate social work staff members without a supervisor available for consultation. Such assignments typically require extensive coordination of services with a wide range of residents of various communities such as local lawyers, physicians, and public officials, and with local social agencies. The incumbent will also be expected to established ongoing collaboration with staff at the Medical Center in the Business Office, Emergency Department, Mental Health, etc. to ensure that he/she can access services for the Veterans who may need assistance emergent or urgently.

Clients tend to have frequent and severe crises, and lack a family or community support network. Clients also may be poor at self-monitoring, and frequently fail to comply with medical or legal instructions. They may have significant deficits in coping skills, and require continuing profe! ssional support. QUALIFICATIONS REQUIRED:

BASIC REQUIREMENTS:
U .S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English language proficiency (written and spoken)
Physical standards - All applicants must meet the physical standards for the position. A physical examination prior to employment may be required.
License or certification by a state to independently practice social work at the master's level. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations.
Master's degree in social work (MSW) from a school of social work fully accredited by the Council of Social Work Education (CSWE). Graduates of work may not be substituted for the master's degree in social work.

GRADE DETERMINATIONS:
GS-09 - this is the entry grade level for the GS 185 social work series and is used for social workers with less than one year of post-MSW experience and for social workers who are not yet licensed or certified at the independent practice level. Social workers at the GS 09 level are working toward completion of prerequisites for licensure or certification. In addition to mee! ting the basic requirements above, candidates must also demonstrate the following KSAs:

1. Ability to provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational, and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological), and the differential influences of the environment, society, and culture.

2. Ability to work with patients and families who are experiencing a variety of psychiatric, medical, and social problems utilizing individual, group or family counseling skills.

3. Basic knowledge of psychosocial treatment modalities and, under supervision, ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention techniques.

4. Ability to establish and maintain eff! ective working relationships with clients, staff, and representatives o! f community agencies. Ability to communicate effectively, both orally and in writing, with people from varied backgrounds.

5. Knowledge of medical and mental health diagnosis, disabilities and treatment procedures. This includes acute, chronic, and traumatic illness/injuries; common medications and their effects/side effects; and medical terminology.

6. Basic skill in the use of computer software applications for drafting documents, data management, and tracking. Ability to learn and utilize software programs in use by VHA.

GS-11 - Promotion to the GS 11 full performance level requires completion of a minimum of 1 year of post-MSW degree experience in the field of health care social work and licensure or certification in a state at the independent practice level -OR- In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be subsituted for the required 1 year of professional social work experien! ce in a clinical setting. In addition, the candidate must demonstrate the the following KSAs:

1. Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.

2. Ability to independently assess the psychosocial functioning and needs of patients and their family members and to formulate and implement a treatment plan, identifying the patientÂ's problems, strengths, weaknesses, coping skills and assistance needed, in collaboration with the patient, family and interdisciplinary treatment team.

3. Ability to independently conduct psychosocial assessments and provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological) and the differential influences of the environment, so! ciety and culture.

Ability to provide orientation and coaching to new social workers and social! work graduate students. Ability to serve as a field instructor for social work graduate students who are completing VHA field placements.

8. Ability to independently evaluate his/her own practice through participation in professional peer review case conferences, research studies, and other organized means.

9. Knowledge and skill in the use of computer software applications for drafting documents, data management, and tracking
