The incumbent serves as the Assistant Chief, Psychiatry Section at the patient-focused VA Tennessee Valley Healthcare System (VA TVHS). Incumbent may travel between campuses in order to perform duties and supervision, but the actual duty stat! ion will be the Nashville Campus. Incumbent is directly supervised by the Chief, Psychiatry Section.

The incumbent works with the Chief, Psychiatry Section and Chief, MHCL in decision-making authority, responsibility and accountability of all issues affecting the Psychiatry Section. He/She maintains operations of Psychiatry to ensure integrated goals and priorities for the Psychiatry Section are established and met. He/She also works closely with peers in other mental health section, service lines, services, and management to meet the needs of the medical center's recognized customer groups. He/She is responsible to ensure all residency training program and medical student training program mandates are met in coordination with program coordinators, internally and externally. The incumbent is knowledgeable of overall VA, VISN and medical center goals, missions, and priorities to assure a positive impact on programs and resources.

The incumbent is ultimately! responsible for the successful performance of the Psychiatry programs.! This responsibility includes the overall effective operations; including, inpatient and outpatient care, specialty procedures, patient/customer satisfaction, quality of services provided, efficiency of service delivery and effective resources management.

The incumbent is responsible for discipline, hiring, performance appraisals and supervision of Psychiatry staff as assigned. The incumbent is responsible for providing guidance and coordination to Psychiatry programs.

General Management:
Actively participates in the development of overall management objectives and philosophies necessary for the attainment of optimum efficiency in providing health care to the Veteran population. Provides input, advice, and counsel for VA TVHS planning, programming, budgeting, and general administration.

Incumbent assists in managing a large, diverse section that provides health care services central to the mission of VA TVHS. Incumbent establishes Psych! iatry staff objectives congruent with and reflective of the philosophy and objectives of the VA Central Office, VISN 9, VA TVHS and MHCL. Develops for Psychiatry Section: long range and short term goals and programs required to meet stated objectives and directs the planning and operations of Psychiatry to complement attainment of the established goals and objectives.

Formulates policies and operation procedures, ensuring compliance with VA regulations, statutes and the standards of requirements of various internal and external reviews and accrediting bodies. Analyzes and evaluates the effectiveness of existing Psychiatry programs in meeting established program goals and objectives. Develops plans for organizational changes accordingly. Thoroughly evaluates proposed program changes, operating procedures and delegations of authority to ascertain impact on current program operations and on the VISN, VA TVHS and MHCL operations. QUALIFICATIONS REQUIRED:

Qu! alifications:
Citizenship: Citizen of the United States.! (Non-citizens may be appointed when no qualified citizens are available in accordance with regulations issued by the Under Secretary for Health or designee).

Licensure: Current, full, and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the state of licensure if this is a requirement for continuing active, current licensure.

Physical Standards/Requirements: See VA Handbook 5005, Part III, Chapter 2, paragraph 7, and VA Handbook 5019, Occupational Health Services. All applicants must be physically and mentally able to perform efficiently the duties of the position.

English Language Proficiency: Applicant must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407 (d). [No person will be appointed under authority of 38 U.S.C. Chapter 73 or 74, to ser! ve in a direct patient-care capacity that is not proficient in written and spoken English].

Education: Degree of doctor of medicine or equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are: Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted, schools of osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted, schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico) or in the District of Columbia as qualifying for full or unrestricted licensure.

Education must be accredited by an accrediting institution reco! gnized by the U.S. Department of Education in order for it to be credit! ed towards qualifications (particularly positions with a positive education requirement.)
