About the Memphis VA Medical Center: The VAMC in Memphis, TN! consists of one main campus located at 1030 Jefferson Avenue, which includes a 60-bed Spinal Cord Injury Unit, and ten community based outpatient clinics (CBOC). It is a tertiary care facility classified as a Clinical Referral Level I Facility and one of the most complex medical centers in the VA system. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology, as well as extensive education and research programs. THE FULL PERFORMANCE LEVEL OF CLINICAL PSYCHOLOGIST IS GS 13. ENTRY GRADE LEVEL OF THE SELECTEE WILL BE DETERMINED BY A PROFESSIONAL STANDARDS BOARD (PSB).

THE SALARY RANGE LISTED REPRESENTS THE FULL PERFORMANCE LEVEL RATE RANGE ONLY.

INTRODUCTION:
The full performance level for a Staff Psychologist is a GS-13. Staff Psychologists are licensed at the doctoral level to practice independently in the provision of psychological services, consulting with peers and supervisors as appropriate. They may be assigned to any VHA pr! ogram and setting, including inpatient or outpatient medicine, surgery, mental health, neurology, rehabilitation medicine, geriatrics and Telemental Health programs. These positions may be filled at the GS-11/12/13 or GS-12/13 levels, commensurate with clinical experience and status of independent state licensure.

Pain Clinic Description :
Psychologists specializing in pain management are part of a multidisciplinary team that is responsible for the assessment and treatment of individuals with chronic pain conditions. A multidisciplinary team approach assures the comprehensive assessment and treatment of patients with pain conditions. The Psychologist applies behavioral medicine and psychotherapeutic techniques in the assessment and treatment of patients with the goal of assisting patients to partner with the multidisciplinary team in working to diminish, eliminate, or better cope with chronic pain resulting from headache, back injury, spinal cord injury,! amputation, wounds, surgery, etc. The Psychologist uses evidenced base! d psychotherapies, relaxation techniques, hypnosis, biofeedback, stress management, and other discipline appropriate techniques for pain management. The Psychologist may also offer assessment and counseling to the significant other(s) of chronic pain patients in order to facilitate and generalize treatment gains. The Psychologist may collect data to ascertain the efficacy of various interventions used.

Work Schedule: Monday through Friday during approved day tour shifts (i.e. 8:00 am - 4:30 pm); however, working hours may be adjusted to provide for extended clinic hours to support the Department of Veterans Affairs mission to provide the best care possible to our Veteran population (i.e. 9:00 am - 5:00 pm).

Relocation expenses and/or incentives have been authorized. QUALIFICATIONS REQUIRED:

BASIC REQUIREMENTS:
The basic requirements for employment as a VHA psychologist are prescribed by: Public Law 96-151 codified in Title 38, U.! S.C. 7402. To qualify for appointment, all applicants for the position of psychologists in VHA must meet the following:

a. Citizenship: C itizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with the Psychologist Qualification Standard.

b. Education:
(1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.

AND

(2) Have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions : (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA C! entral Office Program Director for Psychology and the VHA Central Offic! e of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.

c. Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral

level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. This requirement may be waived by the Secretary of the Department of Veterans Affairs for a period not to exceed two (2) years from the date of employment on the condition that the psychologist provide care only under the supervision of a licensed psychologist.

d. Loss of Credential: An employee in this occupation who fails to obtain licensure/certification/registration within the required time frame, or who fails to maintain the required licensure/certification/registration! must be removed from the occupation, which may also result in termination of employment.

e. Physical Requirements: Applicant must meet the physical standards established for this position.

f. English Language Proficiency: Psychologists must be proficient in spoken and written English as required by 38 U.S.C. 7402(s) and 7407(d).

GRADE DETERMINATION - CLINICAL PSYCHOLOGIST, in addition to meeting the basic requirements for employment, the following criteria must be met when determining the grade of the candidates:

GS-11

Experience: None beyond the basic requirements

GS-12

Experience: In addition to the basic requirements of the GS 11 level, candidates must have at least 1 year of experience as a professional psychologist equivalent to the next lower grade level. Individuals assigned as GS 12 psychologists may be in the process of obtaining licensure at the independent practice level. ! If unlicensed, the individual must be supervised by a licensed psycholo! gist and the experience and supervision must meet the standards for psychology licensure. In addition, the candidate must demonstrate the following KSAs:

Demonstrated Knowledge, Skills, and Abilities:
1. Knowledge of, and ability to apply, a wide range of professional psychological theories and assessment methods to a variety of patient populations.

2. Ability to develop coherent treatment strategies.

3. Knowledge to incorporate new clinical procedures.

GS-13:
This is the full performance level of this this position. At this level, psychologists are licensed at the doctoral level to practice independently in the provision of psychological services consulting with peers and supervisors as appropriate. They are assigned to any VHA program and setting, including inpatient or outpatient medicine, surgery, mental health, neurology, rehabilitation medicine, geriatrics, Vet Centers, and the VHA National Center for Organizat! ional Development. In addition to meeting the basic requirements, candidates must demonstrate at least 1 year of post-doctoral experience which demonstrates possession comparable to professional psychology practice skills. In addition, evidence of the following KSA's must be clearly documented in your work history:

Demonstrated Knowledge, Skills, and Abilities:
1. Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations.

2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.

3. Knowledge of clinical research literature.
