About the Memphis VA Medical Center:
The VAMC in Memphis, TN consists of one main campus located at 1030 Jefferson Avenue, which includes a 60-bed Spinal Cord Injury Unit, and ten community based outpatient clinics (CBOC).

It is a tertiary care facility classified as a Clinical Referral Level I Facility and one of the most complex medical centers in the VA system.

It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology, as well as extensive education and research programs.

Comprehensive primary, secondary, and tertiary health care is provided in areas of medicine, general cardiovascular and neurological surgery, psy! chiatry, physical medicine and rehabilitation, spinal cord inj! ury, neurology, oncology, dentistry, and geriatrics.

Specialized outpatient services are provided through general, specialty, and subspecialty outpatient clinics including a women's health center.

Services are available to more than 206,000 Veterans living in a 53-county tri-state area (Tennessee, Arkansas, and Mississippi).

DUTIES:
The Incumbent

is the administrative supervisor /coordinator of one of the Outpatient sections within the Business Office. Incumbent is responsible for the daily supervision of the staff providing clerical and administrative assistance to the Providers assigned to the Practice Group. Works closely with the Practice Group Leader, Nurse Manager on coordination of care for their area. The Supervisor is responsible for completing all administrative duties associated with the delivery of patient care. Performs as the Primary Care Management Module (PCMM) administrative manager for the Practice Group. This requires associated maintenance of patient data and operative classification and qualita! tive and quantitative review to ensure compliance with this facilityÂ's! policies, VA regulations, JCAHO standards and other regulatory directives. Acts as a technical expert within scheduling transactions involving consult management and missed opportunities.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
a.

Experience and Education

(1)

Experience.

Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or

(2)

Education.

One year above high school; or

(3)

Experience/Education Combination.

Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.

GRADE REQUIREMENTS

a. Creditable Experience

(1)

Knowledge of Current MSA Practices

.

To be creditable, the experience must have demonstrated knowledge, skills, abilities, (KSAs) associated with current MSA responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MSA.

(2)

Quality of Experience.

Qualifying experience must be at a level comparable to MSA experience at the next lower grade level. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

Part-time Experience.

Part-time experience as a MSA is creditable according to its relationship to the! full-time workweek.

For example, a MSA employed 20 hours a we! ek, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.

b.

Grade Determinations.

In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:

GS-7 Supervisory MSA

(a)

Experience

. One year of experience equivalent to the next lower grade level.

(b)

Assignment

. Supervisory MSA plan and direct programs at Medical Centers and/or satellite outpatient clinics and have full supervisory responsibility. Assignment at this level include, but are not limited to: assigning and evaluating the work of subordinate staff;resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on selections; evaluating performa! nce and taking disciplinary action when necessary. The employee has full administrative and professional responsibility for planning and directing the MSA's activities. Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in the this standard at the specified grade level and be performed by the incumbent a least 25% of the time.

(c)

Demonstrated Knowledge, Skills and Abilities

. Candidates must demonstrate the KSAs below.

1. Ability to provide the full range of administrative and supervisory duties which includes assignment of work, performance evaluations, selection of staff and recommendation awards and/or advancements.

2. Ability to collaborate, communic! ate and demonstrate customer service and interpersonal skills with all ! heartache professionals to ensure quality/continuity of care and ensure compliance with established policies and regulations.

3. Ability to provide briefings, orientations, staff development and training.

4. Ability to delegate authority, evaluate and oversee people and programs, accomplish program goals and adapt to changing priorities.
