Trauma Recovery Program Manager

This position serves as the Trauma Recovery Program (TRP) Manger in Mental Health Service at VAMC Memphis, TN and reports directly to the Chief of Mental Health. In addition to providing direct patient care, this manager will have extensive supervisory and administrative duties. The primary clinical functional of the TRC manager at this level includes the provision of direct patient care, consultation services on difficult or complex cases, and education of staff and trainee supervision. Duties include, but are not limited to the following:
Designs, develops, and implements PTSD clinical programming for providers in outpatient, residential, military sexual trauma, SUD, and OEF/OIF/OND services.
Supervises and manages employees in the TRP. Assesses qualification of current and prospective TRP employees. Develops productivity standards appropriate to each service provided and each venue within the TRP.
Responsible for the execution of ongoing program evaluation and research to provide data driven quality improvement which includes ongoing monitoring of the effectiveness of all program elements of the TRP.
Has overall responsibility for the implementation of and adherence to Evidence Based Treatment protocols with recovery emphasis thereby maximizing Veterans potential to return to functional and meaningful life. Work Schedule: 8:00am to 4:30pm (Tour of duty may include extended hours to meet the care needs of Veterans.)

Service Location: Mental Health Service BASIC REQUIREMENTS
U.S. Citizenship -Must be a citizen of the United States.
English Language Proficiency - Must be proficient in spoken and written English.
PHYSICIAN (PSYCHIATRIST), VM-0602-15
Education - Must have a degree of doctor of medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are: (1) Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted, or (2) Schools of osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted, or (3) Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualifying for full or unrestricted licensure.
Licensure and Registration - Must possess a current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
First-Year Residency (Internship) - Must have completed residency program, or its equivalent, approved by the Secretary of Veterans Affairs for the year in which it was completed. For a VA resident, the appropriate Deans Committee and Resident Review Board may recommend appointment on the basis of the candidate's acceptability for residency training. Approved residencies are: (1) Those approved by the Council on Medical Education and Hospitals, American Medical Association, in the list published for the year the residency was completed, or (2) Other residencies or their equivalents which the Professional Standards Board determines to have provided an applicant with appropriate professional training. The Board may determine that the residency requirement has been met if the candidate has completed one year of postgraduate education.
Certification - Must be board certified or board eligible in the area of Psychiatry.
NURSE, VN-0610-II/III
Education/Experience - Must possess one of the following: (1) Master's degree in nursing or related field with BSN AND have approximately 3-5 years of successful clinical nursing practice in which professional, organization and leadership skills have been consistently demonstrated at a highly satisfactory level or (2) Education from a school of professional nursing must be approved by the appropriate State agency and accredited by either the National League for Nursing Accrediting Commission (NLNAC) or the Commission on Collegiate Nursing Education (CCNE). If MSN obtained in a Bridge Program, no BSN required.
Registration - Must have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia.
Grade Determinations : The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree in nursing or related field and approximately 2-3 year's of nursing practice/experience.
PSYCHOLOGIST, GS-0180-14
Education- Must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.
Licensure- Must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a state, Territory, Commonwealth of the United States (e.g. Puerto Rico) or the District of Columbia.
Experience - Must have at least 1 year of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level, and must fully meet the Knowledge, Skills, and Abilities (KSAs) for that level.
Demonstrated Knowledge, Skills, and Abilities- In addition, to the experience above, the candidate must demonstrate the following KSAs:
(1) Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines.
- (2) Skill in managing and directing the work of others to accomplish program goals and objectives, and ability to devise ways to adapt work operations to new and changing programs, staffing, and budget requirements, etc.
- (3) Ability to translate management goals and objectives into well-coordinated and controlled work operations.
- (4) Ability to establish and monitor production and performance priorities and standards.
(6) Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
- (7) Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
Education- Must have a master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure - Must be licensed or certified by a state at the advanced practice level.
Experience - Must have at least one year of creditable experience comparable to the GS-11 grade level. The experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment.
Demonstrated Knowledge, Skills, and Abilities- In addition, the candidate must demonstrate the following professional KSAs.
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
(c) Knowledge of, and ability to apply, advanced professional theories and techniques to the full range of patient populations.
(d) Demonstrated global knowledge of social work practice in health care and mental health settings. Knowledge of clinical research literature.
(e) Ability to provide consultation to care line managers and other staff. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.
(f) Ability to provide supervision for social work licenses and practice supervision for facility social workers. Physical Requirements: Work may involve prolonged standing and/or walking. Work involves lifting of objects up to 40 pounds. Incumbent will be subject to bending and stooping. Transportation of goods to and from pharmacy will be required.
