We are seeking an immediate fill for a full-time Family Practitioner or Internal Medicine Physician to serve as the Deputy Chief Medical Officer (DCMO) of the Southern Region of Primary Care and Community Medicine (PCCM) Service of the JH Quillen VA Medical Center.

The Knoxville VA outpatient clinic (OPC) is located approximately 10 miles southwest of the city center, just off Interstate Highways 40 / 75, in an area known for excellent schools, shopping and recreational opportunities.

The DCMO will also serve as a primary care physician for a panel of Veteran patients. The DCMO reports directly to the Chief Medical Officer (CMO) of PCCM South, and is charged with providing leadership/supervision in all clinical areas of the Knoxville Outpatient Clinic. Teaming with the Clinic Nursing Supervisor, Business Office Supervisor and the Administrative Officer in a close working relationship will be required.

DUTIES:
Primary Care for veterans in Northeast Tennessee, Southwest Virginia and Southeast Kentucky is provided through a network of community-based primary care clinics belonging to James H. Quillen VA Medical Center in Mountain Home (Johnson City), TN. As the largest and most complex of these clinics, the Knoxville OPC forms a critical part of the core of ongoing outpatient care for more than 14,000 enrolled veterans. The Knoxville Outpatient Clinic provides primary medical, psychiatry, optometry, laboratory, radiology and other services for veterans in the Knoxville area. Primary Care Providers are responsible for all aspects of the patients' care, making referrals to specialists, ordering procedures, ordering and monitoring all medications plus handling all their patients' acute needs. The Knoxville OPC works closely with the VA medical center at Mountain Home. The CMO also supervises clinical operations of CBOCs in Morristown and Rogersville, TN. The DCMO will be required to travel to these clinics on an as-needed basis to maintain appropriate oversight of clinical operations and communication with staff.

The Deputy Chief Medical Officer at the Knoxville CBOC will play a key role in assisting the CMO with day-to-day operation of the Clinic and serve as the acting CMO in their absence.

The required skill set includes current clinical Primary Care proficiency, Board Certification in either Family Medicine or Internal Medicine, willingness and ability to lead and encourage teamwork, and to enforce high standards of performance. A broad working knowledge of and experience with VA policies and procedures is highly desirable.

The Deputy Chief Medical Officer and Primary Care Physician will provide clinical care for a patient panel sized appropriately to allow adequate time for leadership and administrative duties.

Candidates will be evaluated using competitive performance-based interviews.

A Compensation Panel will determine salary, commensurate with education and experience.

QUALIFICATIONS REQUIRED:
BASIC QUALIFICATIONS: Qualification Standards Used: VA Handbook 5005, Part II, Appendix G2. These standards are available for review in the local HR Office.

Basic Requirements:

  • Citizenship . Citizen of the United States.
  • Education . Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed.
  • Licensure and Registration . Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure.
  • Physical Standards . See VA Directive and Handbook 5019.
  • English Language Proficiency . Physicians, including residents, appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
