As the VISN 9 Mental Health Program Manager, you will be a part of the VISN 9 Mid-South Healthcare Network which consists of all the Department of Veterans Affairs healthcare facilities in the states of Kentucky, Tennessee and approximately 1/3 of the state of West Virginia.

Salary is commensurate upon qualifications and experience. Salary is dependent upon the recommendation of an appropriate Physicians Pay Compensation Panel .

Work Schedule: Full Time (M-F) 8:00am to 4:30pm

In accordance with VHA Directive 2009-011, this position will be announced under four separate announcements covering four disciplines: Psychiatry, Psychology, Social Worker and Nursing. Note: Only 1 position will be filled.

DUTIES:
As the VISN 9 Mental Health Program Manager, he/she has overall responsibility for implementing, planning, organizing, directing, coordinating, reviewing, evaluating and improving the operations of the Network Mental Health Services. He/she effectively contributes to the VA and the network's objective by developing, implementing, and coordinating programs and by working with and through mental health leaders and medical center management at all six sites. He/She effectively leads the organization toward achieving stated goals, mission, and vision.

The purpose of the work is to monitor national mental health program directives and strategic planning initiatives in order to provide expertise in developing long-range program plans, goals, objectives, and milestones and to evaluate the effectiveness of mental health programs conducted throughout the Mid South Healthcare Network. You will evaluate proposed or continuing clinical work against specified goals and objectives and provide both technical and administrative advice and recommendations for improvement.

The Mental Health Program Manager's managerial duties and responsibilities involve final decision, which have a direct and substantial effect on the Network, its facilities and related programs. Essential functions include, but are not limited to: staffing, work assignments, budget, clinical services provided, and the day-to-day program operations of the VISN 9 Mental Health Services. This position is organizationally responsible to the VISN 9 Network Director through the Chief Medical Officer.

QUALIFICATIONS REQUIRED:
Citizenship - Must be a US Citizen .

Education - Must have a degree of doctor of medicine or equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree has been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are 1) schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted; 2) schools of osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted; 3) schools accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualify for full or unrestricted licensure.

Licensure and Registration - Must possess a current, full, active and unrestricted license to practice medicine or surgery in any state, Territory or commonwealth (e.g. Puerto Rico) of the United States or the District of Columbia.

English Language Proficiency - Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).

Additionally, it is preferred that the VISN 9 Mental Health Program Manager demonstrate a mastery in the field of Mental Health. The following knowledge and abilities are essential for the effective functioning of this position:

1. Ability to set goals and priorities;

2. Extensive base of technical, operational, administrative, interpersonal, and financial knowledge;

3. Strategic and tactical skills required to lead, communicate, and motivate a large group of managers, supervisors, and employees;

4. Ability to lead, communicate (written and oral), and cooperate in a team-based management group;

5. Knowledge of customer needs, technical and operations capabilities, and public relation skills;

6. Ability to establish a measurable business plan;

7. Leadership ability that fosters team building and individual commitment to goals;

8. Knowledge of state of the art, evidence based practice of mental health treatments and organized treatment programs including a familiarity with all of the disciplines that provide mental health treatment services;

9. Knowledge of analytical techniques to evaluate workload, fiscal and performance measure data and other reports.
